Maybe, at this time, the two Koreas should make a general amnesty, and forgive each other. Vaclav Havel did something similar after the Velvet Revolution in Czechoslovakia. There was not much persecution of criminal Communists. It helped the country, to turn the page, and focus on advancement of society. Since Korea has a lot to give to the world, the past sins of both sides could just be forgiven, if the country wants to focus on a higher mission for the world...

Time to reunite Korea--Forgive, Love and Unite

To reunite North and South Korea would not be so difficult, but probably the South would have to guarantee impunity to the Northern elite.

Vaclav Havel did the same thing in the Czech Republic after the demise of Communism. Nobody of the old elite got really persecuted. To the extent that they are back in the elite of the country today... alas.
